Adds a new webhook endpoint to the Partner account. URI is a required parameter and should be a valid HTTPS endpoint. isPrimary is an optional parameter and can only have a true value if specified.
Upon successful validation of parameters, a system-generated GUID will be assigned for identification of the webhook.
